Certain categories of student who want to study in the UK must apply for educational visas under Tier 4 of the UK Border Agency's regulations. The Border Agency have three categories of licence, 'A', 'B' and 'Highly Trusted' which they give to institutions who issue CAS numbers (Confirmation of Acceptance to Study). The 'Highly Trusted' category has been introduced to identify those institutions who have the highest levels of compliance with their sponsor obligations, and whose students are showing the greatest compliance with the terms of their visa or permission to stay.

Recently the ELC, York has been awarded the highest level of trust within the Tier 4 student visa system: that of 'Highly Trusted Sponsor'.
